Looking at LNG as a marine fuel, the IEA, in their 2017 World Energy Outlook estimates the market potential to 26 million tons per annum by 2030. According to DNV, LNG could account up to one-third of marine fuels by 2050. The IMO requirement that marine bunkers contain no more than 0.5% sulphur by 2020 which will have a dramatic impact on the operations of all of the world’s marine vessels. There is no ‘one-size-fits-all’ solution and there are numerous alternative fuels and hybrid solutions coming on the market.

Natural gas has many environmental advantages compared to oil or coal-produced electricity including the reduction in CO2 emissions as well as other environmental benefits such as a massive reduction of NOx which contributes to a better climate globally. However, a real challenge for the industry is trying to ensure the greater market truly understand the benefits LNG can bring.

The LNG market is growing worldwide, with a special focus on gas-to-power projects. Planned new power plants and existing ones, aiming to switch to a cleaner fuel such as LNG, are striving to reach a final investment decision (FID). In many cases the projects are located in islands, archipelagic countries, emerging countries, or in general are intended to supply the demand of new consumers willing to purchase relatively reduced amounts of LNG.

FLNG is being widely considered as a solution to cost pressures in the industry. FLNG eliminates the need for a pipeline to shore for offshore fields and it also reduces some of the regulatory hurdles associated with plants constructed on land. Modularised construction allows fabrication under higher levels of productivity and quality control than prevail at remote locations, saving substantial cost and after exhausting one remote field, an FLNG facility can be moved to another stranded gas opportunity producing further revenues.

The Magnolia LNG (MLNG) project is an 8 mtpa, four train liquefaction project to be built on an existing LNG shipping canal in the Port of Lake Charles, Louisiana USA. The project is “construction ready” with all permitting, design, contracting and equity arrangements in place to enable construction to start immediately upon finalization of LNG offtake agreements. The project is fully de-risked and ready to proceed.

The next year and a half is going to be busy for liquefaction project finance in Mozambique. After the 3.4-MMt/y Coral South floating liquefaction (FLNG) project was successfully funded last year, the East African country’s first two land-based schemes, which could each cost over $20 billion, are being prepared for an approach to financiers.

With the continued exploration of North America’s prolific Permian Basin, and the Eagle Ford Shale, various Y-Grade NGL pipeline projects with fractionation plants are planned to connect to the Corpus Christi region.  These include the EPIC Y-Grade and Permico Energia pipeline projects.  Additionally, several major Natural Gas pipeline projects are proposed from West Texas in addition to the existing Natural Gas pipelines from production areas that are all part of the vast Natural Gas Pipeline network extending to the Port of Corpus Christi.

As the number of U.S. LNG export projects expands, marketers and fundraisers are succeeding in accessing a broader range of import customers. Innovative strategies include tapping equity markets, vertically integrating projects, exporting to small-scale markets and introducing ceilings and floors into liquefaction contracts. Marketers of American LNG are depending on the deep, liquid financial markets, strong rule of law and low political risk to support these efforts.
