T2.7 Unique Platform-based LNG solutions facilitate mid-scale offshore LNG developments
Offshore fixed-platform, bridge-connected production complexes are common in the oil and gas industry, with hundreds of installations worldwide. A new, viable alternative has emerged from this application.
The Platform-based LNG solution (PLNG), has been developed to address mid-scale LNG import and export developments, with particular focus on shallow water locations. This innovative concept combines a well-established, industry-wide offshore technology – the fixed jacket supporting topsides processing facilities – with proven LNG processing equipment operating globally. The result is a multiple fixed platform, bridge-connected scalable complex engineered to host and support a variety of LNG processing and storage systems on individual or multiple dedicated platforms. This unique approach offers a safe, cost-effective and time compressed schedule in executing mid-scale LNG developments between at-shore, near-shore and deepwater floating vessels.
Building upon internally developed concepts and feasibility studies, The Honghua Offshore Ltd and EnTX Group recently awarded Wood a front-end engineering design (FEED) contract to develop the world’s first offshore platform-based natural gas liquefaction and storage facility (PLNG). This is a continuation of Wood’s pre-FEED work in 2017 that optimized the design to meet U.S. Safety and Environmental Regulations and also developed siting and installation strategies. The planned facility will be sited in the Gulf of Mexico in water depths of less than 200 feet (60 meters) providing flexible processing capability and LNG storage capacity to meet project needs.
The PLNG terminal design is the practical solution for siting locations between near-shore FLNG / FSRU solutions and deepwater FLNG vessels, or as an alternative to an onshore LNG facility that may be cost prohibitive or site constrained. The PLNG presents a cost effective, scaleable, construction friendly and less complex development than other LNG infrastructure solutions. By utilizing proven conventional LNG processing and handling equipment without the need for major modifications to facilitate the development of mid-scale LNG projects, PLNG is the optimal solution for LNG in shallow water depths.
The paper discusses the merits of the offshore PLNG solution relative to other terminal options and describes various intricate aspects of the terminal and its individual components. The presentation further details safety considerations for this uniquely designed complex, inherent benefits offered in its fabrication and construction, along with innovative execution considerations in PLNG development. This in-depth information is shared to provide the audience with a full appreciation of this innovative solution.
