T3.1 Widening the LNG Market with an Integrated LNG Project
A new concept of gas to power facility has entered into service. It is based on a FSU permanently moored along a jetty and a regasification facility onshore where an electrical power plant using vaporized LNG as a clean energy source is installed. The jetty provides safe berthing for both the LNG carriers and the FSU in a STS mooring configuration.
This installation has been implemented in a record time as a smart, flexible and easy integrated LNG project to satisfy the growing gas demand in Malta island.
The facility meets the most stringent design, construction, operations and maintenance requirements and includes extensive safety systems to detect and control potential hazards. These include among others STS transfer between the LNG carrier and the FSU and in the FSU shore side, equipped with emergency release couplings (ERC), ESD and other safety devices.
Bureau Veritas (BV) certified the FSU, the jetty and the regasification and had been also requested by the authorities to issue an overarching certification covering the entire facility. The aim has been to deliver an Independent Review Certificate (IRC) based on the following standards:
• NI 518 – Bureau Veritas Information Note – Certification of Gas Terminals,
• EN1473 – European Standard – Gas Terminals.
Reganosa is responsible for the O&M of the jetty and onshore regasification facility. As an experienced operator, Reganosa ensures the safe and reliable operation of these assets, guaranteeing the gas supply to two power plants, which represents 60% of the total power capacity of Malta.
A significant point of Malta project is that the regasification process is carried out on shore with state-of-the-art technology. It consists of high pressure BOG compressors, intermediate fluid vaporizers (IFV) and a water-glycol (WG) loop.
The design of the regasification process and the redundancy of equipment, ensure a safe operation in all circumstances and an almost zero impact on the environment by reducing to null the flare events and using WG for cooling instead of sea water.
The high-pressure compressors are aimed to manage 100% of the BOG produced in the FSU, increasing its pressure up to send-out conditions and delivering it to the power plants. IFVs as vaporization technology allows recovery of the LNG cold energy, energy which is used in one of the electricity generation plants to obtain a power booster. This energy integration is possible thanks to the WG which moves de cold energy from the LNG to the gas turbines. Here, the WG is used to cool down the air in the inlet of the turbines. After this heat transfer, the WG warms up and returns to the regasification plant, being used there to vaporize the LNG and closing the loop.
Reganosa, in cooperation with BV has developed a full set of fit for purpose procedures on the operational, safety and environmental areas. Certifications were obtained in March 2018.
The path for the overall certification and technical/operational challenges will be presented aiming to promote the implementation of similar LNG import projects to the safest levels.
