Dr. Gholamreza Manouchehri, NIOC Deputy CEO on Development and Engineering, received his M.Sc degree in Civil Engineering from Tehran University, Technical Faculty and graduated in Ph.D from Akhen University, Germany.

He has covered his entire business promotion path from the lowermost level all through the top managerial position. He possess a significant experience working with a variety of private and state oil and gas companies as CEO, Member of the Board, Project Director as well as Advisor. Being as the Deputy Power Minister from 1989 to 2001, he originated a wide number of remarkable advancements in country power management sector. His effectiveness continued during the mission in "Petropars Company", PPL as Project Director and CEO from 2001 to 2009 where he played an essential role in South Pars Mega Projects, i.e. Phases 6, 7 & 8 and Phase 12 and introduced PPL as the pioneer company in Iran's upstream projects. This chain was followed by a successful presence in "Iranian Offshore Engineering and Construction Company ", IOEC from 2011 to 2016 in which a noticeable number of EPC projects were completed under his directorship.

Dr. Manouchehri reduplicated his active role in Iran's oil and gas upstream section since 2016 where he was appointed as "NIOC Deputy CEO on Development and Engineering" as well as Member of the Board. The new assignment was coincided with the presentation of Iran's upstream projects to local and international oil companies aiming to attract their capital investment based on the new offered contractual regime known as "IPC". Referring to this fact as the Iran's oil and gas main priority, the supreme leadership of upstream contracts via the organized negotiations with the local and international companies alongside with high level steering of all development activities in NIOC has been devolved to Dr. Manoucheri in his new position.
