Muhammad Mahmood Rai is a career civil servant with over 27 years of experience majorly in the administration and management of natural resources i.e. oil and gas, minerals, forestry, agriculture, livestock and water. Mr. Rai has Master's degrees in Public Policy Analysis and Economics from Crawford Schools of Economics, Australia, and Governance and Development Economics from the University of Sussex, United Kingdom.
He specializes in institutional development, reforms, governance, public policy, and public sector management. He is currently steering Pakistan's oil, gas, and mineral sectors as Secretary to the Government of Pakistan for Ministry of Energy, Petroleum Division. He is responsible for the strategy and planning of the sector, policy formulation and decisions, resource availability, efficient utilization of these resources, and international cooperation in the sector. The oil & gas sector is among the most impactful sectors of Pakistan’s economy with annual energy supplies over 90 million tons of oil equivalent valuing around USD 30 billion. Gas is about 30% of Pakistan’s total primary energy supply totaling ~4.5 bcf per day of which around 3.5 bcf per day of gas is produced locally while ~1 bcf per day is imported valuing around $ 3 billion per annum.
