Dr. Cynthia Woodlock is a Lead Chemical Engineer in the Hazardous Materials Division (CG‐
ENG‐5) in the Office of Design and Engineering Standards at U.S. Coast Guard Headquarters.
She has been with the Coast Guard since 2011. Her primary responsibilities include develop‐
ing regulations for vapor control systems, international and domestic marine transport of liq‐
uefied gases in bulk, and the transport of shale gas extraction waste water. Dr. Woodlock
earned her Ph.D. in Chemical Engineering from Carnegie Mellon University.
