Sher Afgan Khan

Mr. Sher Afgan Khan is a graduate from University of Santa Clara, California, USA with BSc. He joined Civil Services of Pakistan in Pakistan Administrative Services Group in 1989. During his career, he worked in different capacities including Assistant Commissioner, Executive District Officer and District Coordination Officer and in the Secretariat as Deputy Secretary and Additional Secretary in the Departments of Housing, Irrigation and Environment. He also served as faculty/Instructor in Civil Services Academy (DMG Campus) and National School of Public Policy. He joined Petroleum Division, Ministry of Energy in April 2018, as Additional Secretary (Policy) and is responsible for the policy making functions relating to Petroleum Sector. He is actively involved in review of Pakistan Petroleum (Exploration and Production) Policy as well as non-conventional policies including Tight Gas Policy, Shale Gas Policy, Low BTU Gas Policy, Liquified Natural Gas Policy, Liquified Petroleum Policy, Natural Gas Allocation and Management Policy, Petroleum Refining Policy, Petroleum Products Marketing Policy. He is also involved in reform of the gas sector involving separation of policy and regulation for the upstream petroleum sector, unbundling of the two gas utility companies and creation of one national gas transmission company to operate as a common carrier under third party access arrangement. He is also a member of Board of Director of Sui Northern Gas Pipelines Limited, Sui Southern Gas Company Limited, Pak Arab Refinery Limited and Pakistan LNG Terminals Limited. He will share Pakistan experience in establishment of two LNG Floating Storage and Regasification Terminals, arranging supplies of LNG from international suppliers and dynamics pertaining to distribution, marketing and sale of gas in downstream market.
