With more than 25 years' experience in ship survey field and 8 years' oversea working background, Mr. LUO Xiaofeng is well versed in maritime knowledge and has a global vision on shipping industry. Since took up the position of Director of Wuhan Rules & Research Institute in 2011, Mr. LUO concentrated on the R&D of technologies and standards related to waterborne LNG value chain covering LNG transportation, LNG bunkering and LNG utilization.

Over the past 5 years, Mr. LUO and his team has managed to develop Rules for natural gas fuelled ships, LNG bunkering pontoons, LNG bunkering ships and LNG-related risk assessment. With these Rules and Guidelines, CCS has successfully provide classification service to the whole LNG value chain, so far more that 100 LNG fuelled ships, LNG bunkering pontoons and LNG bunkering ships have been classed by CCS. Mr. LUO is also actively involved in the international LNG business, he is a member of the International Council on Combustion Engines (CIMAC) working group on inland waterway shipping and a member of the Society for Gas as a Marine Fuel (SGMF). As a speaker, he has participated many international seminars, forums, conferences and exhibitions, including SeaAsia, LNG China, etc.
