Born in Algeria on September 21th, 1971, Mr. Toufik HAKKAR holds an engineer degree in Petroleum Economics from the National Institute of Hydrocarbons & Chemicals in Algeria as well as a Master's Degree in Energy & Environment Economics from Enrico Mattei School in Italy and he is also a Doctoral candidate in Management.
He has a long and proven experience in oil and gas laws & tax regimes. He has worked in the promotion of the Algerian mining sector, the negotiation of oil & gas contracts and development of petrochemical projects. He has also an experience in international arbitration.
During his 27 years’ career in the Oil & Gas State Company SONATRACH, he held the positions of Executive Director of Strategy, Planning and Economics Direction and Business Development and Marketing Vice President.
On February 5th, 2020 he was appointed Chairman and CEO of SONATRACH Group.
Mr. Hakkar was distinguished by the American business magazine “Forbes” that ranked him as one of the top 5 of the most influential CEOs in the Middle East and North Africa region in 2021
Lately, Mr. Hakkar was decorated by Mr. Abdelmadjid TEBBOUNE, President of the Algerian Republic, with the medal of merit to the rank of “Achir”
